The State Council will inspect the special campaign of IPR protection from middle of November to middle of December, aiming at investigating problems, supervising cases, finding positive and negative examples, summarizing achievements of the special campaign and promoting deep development of IPR protection. Leaders of the State Council paid attention to the work and put forward specific requirements.
Special campaign of the IPR protection started from August, 2004 and its main purpose was to strengthen enforcement of the law for IPR protection, curb infringement, enhance awareness of IPR protection and creation, and improve capacity of IPR protection. The special campaign focuses on protection for trademark, copyright and patent right, strengthened supervision on important links of import and export of commodities, fairs, retail markets, processing of nominated brand, print and copy, in 15 major regions; the special campaign will last till the end of 2005.
On the principle of paying attention to efficiency, the inspecting group selects a batch of cases, lists some major problems, and carries out work through public observation and private investigation, random inspection, and face-to-face interview, to urge each province and city to solve prominent problems, investigate and deal with related cases according to the law.
Supervision and investigation is organized by office of the national IPR protection working group. Over hundred officials from Ministry of Public Security, Ministry of Culture, General Administration of Customs, State Administration of Industry and Commerce, General Administration of Press and Publication and Intellectual Property Right Bureau, and some administrations of General Office of the State Council, Ministry of Information Industry, the Ministry of Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the State Administration of Food and Drug, the Legislative Affairs Office of State Council, the Supreme People's Court & Supreme People's Procuratorate are involved. They are in 7 groups and will go to 15 major regions of Beijing, Tianjin, Hebei, Inner Mongolia, Liaoning, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Henan, Hunan, Guangdong and Shaanxi.
